Go to the rooftop. Best view of NYC. One side you can enjoy a Central Parkscenic view, the other side Lower Manhattan and Midtown. Thus including both One WTC Tower and Empire State Building :)
If you like your bang for your buck, try dining at Rainbow Room-you get the view and food! A bit pricey, but if you think about the actual fare to go up the building, it may be worth it.

It's tricky to get decent photos due to reflections from the anti-suicide Perspex. You can get a small lens between the panels but anything bigger and you'll have to try your luck on the top deck.
