Definitely for foreign tourists. Food was good and reasonably priced, but all the drinks were stupid expensive.

The beef balls were my favorite. Definitely pricier at 60,000/bowl, but very good. Nice and cool in the shade with helpful and attentive English-speaking staff. The coffee's great too!
